H.E. Antonio Oburu Ondo is Equatorial Guinea’s Minister of State for Hydrocarbons, Mines and Electricity. He was named to the post by Decree 60/2026 of 23 June 2026, in a new government that brought the hydrocarbons, mining and electricity sectors under a single ministry. He has led the country’s hydrocarbons and mining portfolio since February 2023, focusing on renewing exploration and investment in a mature oil and gas producing country.

Before joining the government, Oburu Ondo was Director General of GEPetrol, Equatorial Guinea’s national oil company. On 2 February 2023 he was appointed Minister of Mines and Hydrocarbons, succeeding Gabriel Mbega Obiang Lima, and in August 2024 he became Minister of Hydrocarbons and Mining Development, a post he held until the June 2026 reorganisation.

At African Energy Week 2024 in Cape Town he presented revisions to the country’s hydrocarbons law and improved fiscal terms, alongside projects including Block EG-27, gas distribution infrastructure, a Gulf of Guinea pipeline project with Nigeria and petrochemical development. In 2025 he announced EGRonda 2026, a licensing round offering 24 blocks with enhanced fiscal terms, while keeping an open-door policy that allows companies to negotiate directly for acreage ahead of the formal launch.

His priorities centre on reversing the long decline in oil production through new exploration, monetising gas resources through domestic and regional infrastructure, maintaining competitive fiscal terms to attract investment, and developing the mining sector, with his expanded remit now also covering electricity supply.
