Hon. Dr. Cassiel Ato Baah Forson is Ghana’s Minister for Finance and the Member of Parliament for Ajumako Enyan Esiam in the Central Region. As Minister since January 2025, he is responsible for fiscal policy, public debt management and the national budget, including the settlement of energy sector arrears. The Ministry of Finance reported that the government cleared about US$1.47 billion in energy sector debts in 2025, including full repayment of US$597.15 million drawn on a World Bank guarantee.

Forson has represented Ajumako Enyan Esiam in Parliament since 2009. From 2013 to 2017 he was a Deputy Minister for Finance, sitting on Ghana’s Economic Management Team and on the boards of the Bank of Ghana and the Ghana Cocoa Board, and serving as Ghana’s Alternate Governor to the International Monetary Fund. In Parliament he was Ranking Member of the Finance Committee, became Minority Leader in January 2023 and briefly served as Majority Leader at the start of the Ninth Parliament in January 2025.

He holds a BSc in Accounting from London South Bank University, an MSc in Taxation from the University of Oxford, and an MSc in Economics and a PhD in Finance from the Kwame Nkrumah University of Science and Technology (KNUST). He is a Chartered Accountant, a member of the Institute of Chartered Accountants, Ghana, and a Fellow of the Chartered Institute of Taxation, Ghana.

Under his leadership, Parliament passed the Public Financial Management (Amendment) Act, 2025, which introduced a primary balance rule requiring an annual surplus of at least 1.5 per cent of GDP, a debt ceiling of 45 per cent of GDP by 2034 and an independent Fiscal Council. In July 2026 the IMF Executive Board completed the final review of Ghana’s three-year Extended Credit Facility programme, and Ghana is moving to a 36-month Policy Coordination Instrument focused on structural reforms and fiscal discipline. Forson presented the 2026 Mid-Year Budget Review to Parliament on 23 July 2026.
