Anthony Paul is a Senior Energy and Strategy Advisor from Trinidad and Tobago and a member of the AETC Advisory Board. With more than four decades in the petroleum sector, he has advised ministers and regulators on oil and gas governance, local content and in-country value addition in countries including Ghana, Kenya, Mozambique, Nigeria, Angola, Tanzania, Uganda and Guyana.

Paul began his career at Trinidad and Tobago’s Ministry of Energy and Energy Industries, where he worked until 1991, and he has served as Director of Geology and Geophysics in the country’s government, managing investor attraction, licensing rounds and contract negotiations. He then worked at Petrotrin, the former state oil company, before holding technical, commercial and leadership roles at Amoco and BP in Trinidad and Tobago and at BP plc until 2003, when he moved into consulting.

He holds a bachelor’s degree in geology from Imperial College of Science and Technology, University of London, and a master’s degree in geophysics from the University of Houston. He has been lead author or adviser for local content strategies and policies for BP Trinidad and Tobago and for governments including Trinidad and Tobago, Ghana, Kenya, Guyana and Mozambique. Paul advised Chatham House’s petroleum governance programmes from 2005 to 2020, served on the council of the South Trinidad Chamber of Industry and Commerce (now the Energy Chamber) from 2001 to 2005, and founded and chaired the Centre for Energy Enterprise Development in Trinidad and Tobago.

His focus areas include local content and in-country value addition, energy sector governance, transparency and policy design. He has long argued for transparency in the oil and gas sector, including public access to petroleum agreements and project documents.
